塞内加尔：海关及移民管制政策收紧

停靠港口当地的罚款也是一种不可忽视的风险。在过去的十八个月内，停靠塞内加尔的船舶越来越频繁地面临海关的罚款。我们建议我们的船东朋友关注最近塞内加尔关于海关及移民管制措施的更新，避免违反相关规定造成的损失。

自2019年初，停靠达喀尔船舶因货物短量或超载而面临海关罚款和/或滞留的风险呈上升趋势。近日，达喀尔移民当局严格要求船员旅行证件和海员证必须准确、及时更新并被妥善签字，违反上述要求可能导致船舶船长面临刑事指控。

UK保赔协会通代BUDD准备了一些建议（后附），对于塞内加尔移民和海关管制要求进行概括总结。

Since early 2019, vessels calling in Dakar have been at an increased risk of Customs fines and/or detention for cargo shortages or overloading. Recently, Dakar’s Immigration Services require strictly that crew travel documents and seamen books are to be accurate, up-to-date and properly signed, failing which may result in criminal charges against the Master of the vessel.
