The Loss Prevention department (LP) would like to update members on an ongoing issue affecting vessels visiting Ukrainian ports. Previously LP reported (via web alert) about the issues relating to so called ecological inspectors extorting money out of masters for spurious reasons. LP has been informed by our local correspondents that this situation has worsened.

协会防损部门发布通函对停靠乌克兰港口船舶产生持续影响的议题进行更新。防损部门之前报道过所谓的生态检察官凭虚假理由向船长勒索现金的问题。协会防损部门从当地通代处获悉,这一情况已经恶化。


Where previously it was only officially designated Port State Control Officers who were permitted to board vessels for such checks, changes to Ukrainian legislation now provides ecological inspectors with the full right to come onboard vessels and take samples of the ship’s ballast for laboratory analysis. Masters attempting to prevent such actions have been met with aggressive attitudes and large fines/penalties.

之前,只有官方指定的PSCO能够登轮进行检查;然而,修改后的乌克兰立法为生态检查官登轮检查并提取压载水样品供实验室分析提供了充分的支持。如果船长试图阻止此种行为,则面临强硬对待以及巨额罚款/处罚。


Our correspondent recommends that masters not hinder ecological inspectors and to allow them to take samples of the ballast water (from tanks, rather than from pipelines). They also suggest that it may be useful to change ballast before entering the Black Sea and maintain tanks well to ensure that there’s no rust/corrosion/suspended solids etc.

根据通代消息,建议船长不要妨碍生态检查员,并允许检查员从压舱水中取样(从压载舱中而不是从管路中)。 通代还建议船舶在进入黑海之前更换压载水并妥善保养压载舱以确保没有生锈/腐蚀/悬浮固体等情况。


They advise that the best defence against such improperly levied fines is a counter-claim filed after the vessels departure. Members are recommended to contact the clubs local correspondent or their regular club contact for more information.

通代建议,对于此类不当征收罚金的最好抗辩是在船舶离港后提出反索赔。 协会建议会员联系协会当地通代或会员常用联系人以获取更多信息。
