加纳海事局(GMA)近期发布一则关于石油及其他物质转运的强制程序要求的航运公告。

GMA017号航运公告名为《石油及其他物质转运程序》，其中包含船舶加油作业程序，公告旨在“保障加纳海洋管辖区内的石油转运活动”。

违反GMA规定的行为可能会被处以高额罚款，且罚款金额不可协商。提请注意，GMA“海洋污染违规罚款”清单中违规行为和罚款金额可能发生变化。例如，根据Budd Ghana信息，在2020年11月的一个案例中，对于“未经GMA批准（需提前至少48小时提交申请）的转运石油产品”的罚款金额从60，000美元增加至240，000美元，金额增加了三倍。

The Ghana Maritime Authority (GMA) has issued a shipping notice on the mandatory procedures for the transfer of oil and other substances.

GMA Shipping Notice 017 Procedures for the Transfer of Oil and Other Substances, which includes bunkering operations, were developed to ‘safeguard oil transfer activities’ within Ghana’s maritime jurisdiction .

A failure to meet GMA requirements may result in the levying of heavy, non-negotiable fines. Be aware that both the violations and fine amounts included in the GMA lists of “Approved Fines for Marine Pollution Violations” may change. For example, Budd Ghana advise of a November 2020 incident where the fine levied for the ‘Transfer of petroleum products without GMA approval (48h)’ had increased fourfold from USD 60,000.00 to USD 240,000.00.
