Please ensure that your SOPEP or SMPEP on board your vessels is duly updated with the current list.As we previously noted in our Client Alert 07-2017, the LIST OF NATIONAL OPERATIONAL CONTACT POINTS is now named “Annex” instead of “Annex 2”. The former Annex 1 that provides access to the FLAG STATE CONTACT POINTS FOR PSC MATTERS,CASUALTY INVESTIGATION SERVICES AND SHIP’S INSPECTION SERVICES is no longer provided as part of the MSC-MEPC.6 circular but is now available through the Global Integrated Shipping Information System (GISIS） on the IMO’s website. A registration, login and password are required to access the information. Owners and operators should ensure their Masters have access to this information. SOPEP/SMPEP Annual Review Reminder:We also take this opportunity to remind you that the SOPEP or SMPEP, as applicable, must be reviewed periodically or at least annually by the owner/operator, to capture changes in local law or policy, contact names and numbers, ship characteristics or company policy, and must be documented in the plan holder’s SMS, in accordance with the ISM code, Chapter 11. To avoid any issues during Port State Control inspections, it is recommended that the Master conduct an annual review of the SOPEP or SMPEP as part of the annual SMS documentation review of manuals and issue/sign a document confirming the same, for the vessel’s records. If ECM prepared the SOPEP or SMPEP for your vessels, we ask that you forward details of any changes made to shipboard copies to ensure such changes are incorporated in the plan in a timely manner.
